Due to United Nations’ act as one of effort responding the climate change in global level, all countries should support the notions and ideas which are conducted by United Nations, particularly UNFCCC as a body of United Nations to engage all countries in the world to give respect to the damage which will probably happened on earth. Kyoto Protocol as a result of 3rd Conference of Parties held in Kyoto, Japan bind all emitter countries to participate in diminishing their carbon emission from 2008 until 2012.


Kyoto Protocol that have finally arrived on its last date of fulfilling those procedures to reducing gas emission is currently getting more attention because reality speaks different. After taking more than 4 years for implementing the Kyoto Protocol, some of developed countries didn’t implement it as well. The main cause of this circumstance is industrialised activities that produce much gas emission such like carbon dioxide, CFCs, and so on is the most important sector to run their economic wheels. Thus, it was arduous for most of developed countries to bind themselves in that protocol. Related to the reason of developed countries which couldn’t implement that protocol effectively, developing countries which also feel the impact of climate change should independently carry on Kyoto Protocol in facing climate change problem. Whereas, the developing countries are more potential to get bad impact of climate change. In 2012, the last year implementation of Kyoto Protocol is proven by insignificant progress of reducing carbon emission. In fact, there are so many developed countries withdraw themselves from this protocol. This problem could be one of consideration related to the continuing or dismissing Kyoto Protocol for the next attempt facing the climate change in global level.


Ratification of Kyoto Protocol has already done by Kyrgyzstan. The ratification was conducted on May 13th, 2003 and being implemented on February 16th, 2005. As one of developing countries which depend its economic sector from agriculture, Kyrgyzstan is assumed that it would be one of good attempt for diminishing the gas emission which could be effected in agriculutre sector and other environmental sectors. In the other hands, remembered that Kyrgyzstan is mountainous country which is potentially saving mining resources, those mining sources will pontentially be one of permanent and prominent pollution of the environment because of the bulk of mining wastes. Thus, it is needed to ratify Kyoto Protocol remembering Kyrgyzstan was importantly a country which much of potential damage in environment itself. It would be more difficult if the effect of climate change wasn’t handled soon. One of acts that Kyrgyzstan has conducted was taking step to giving itself participation in promoting sustainable development and getting support from UNDP. Kyrgyz Ministry Officials and members of parliament has attended a high-level seminar to know more about UNFCCC and Kyoto Protocol itself and they efficiently found the potential project which could be implemented in their country. Government of Kyrgyzstan decided to step forward establishing Designated National Authority to supervise the implementation of Clean Development Mechanism in country in order to realizing a clean development in Kyrgyzstan.


Reorganizing the rules in Kyoto Protocol and Declaring the substantively purpose of Kyoto Protocol

Making a new protocol or another agreements will spend much time remembering climate change is getting worse day by day. The most important thing to do is reorganizing the procedures and rules in protocol in order to attract developed countries to join back in this essential protocol. Declaring the purpose of protocol and the effect that would be impacted to all countries in the world is another best way to complete the reorganizing of rules without making the countries refrain themselves for doing their national interest because of consequence expected which will probably happen if they ratify the newest Kyoto Protocol.

Binding developed countries in more tightly rules of protocol

The main problem of the existence of Kyoto Protocol itself is the commitment from developed countries in concerning to diminish carbon emission. But related on their national interest to maintain their economic sector, most developed countries didn’t want to involve much in this protocol. Ironically, a number of countries has withdrawn themselves from their commits to Kyoto Protocol. Something needed in this circumstance is reorganize the rules of protocol itself. Facing the end of first commitment of Kyoto Protocol in 2012, UNFCCC should make a great summit which should be attended all developed and developing countries to deliberate the sustainability of Kyoto Protocol. The most important thing is organizing new rules to persuade and bind the most influence things on climate change, those are developed countries. Making more tightly rules to control them in order to be consistent in this protocol without ignoring each interests that mostly developed countries probably had. Thus, they have a willingness to participate in without things could prejudice themselves from the national interest.
